In memory of Jaring (Part 10)

Foreword: few would have noticed it, but Jaring, Malaysia's first ISP, was declared bankrupt in April 2015, and folded for good in July 2015, bringing an end to a chapter of Malaysian history.

No mention of Malaysian internet history would be complete without mentioning Dr Mohamed Awang Lah, arguably the closest thing to being the father of the Malaysian internet. A lot of what Malaysia takes for granted today all started with a research network that he led.

What is less known is that Dr Mohamed Awang Lah wrote a 10 part series on this memories of bringing the Internet to Malaysia, and Jaring. I decided to take a stab at translating such an important part of history, so that at least it would live on.

All credit goes to Dr Mohamed Awang Lah. I just translated.

1. Petang tadi saya sempat meluangkan masa lebih kurang dua jam bersama kakitangan dan bekas kakitangan JARING. Mereka bersama manandakan hari terakhir bekerja di JARING. Minggu hadapan akan hanya tinggal beberapa orang sahaja untuk menguruskan penjualan aset.
1. I spent around 2 hours this afternoon with current and former JARING staff. There were reminiscing their last day as JARING employees. Next week only a few of them would be left to organised the sale of the remaining assets.

2. Pada permukaannya tidaklah nampak sedih sangat. Saya kurang pasti berapa ekor kambing golek dihidangkan hari ini.Namun, bila berselisih dengan seorang kakitangan semasa berada dalam lift, saya boleh dengan kesebakan suaranya walaupun hanya terkeluar beberapa patah perkataan sahaja.
2. On the surface they didn’t look too upset. I lost count of how many dishes of BBQ lamb was served today. However, when I had a disagreement with a staff member in the lift, while he only said a few words, I could tell his true feelings.

3. Dua orang bekas guru (Mohd Azman dan Zaidun Omar) yang saya ambil bekerja semasa di MIMOS dahulu masih taat hingga saat akhir. Mereka tetap dipanggil cikgu.Merekalah yang selalu di corong radio beberapa ketika dahulu bagi mempromosi CikguNet.
3. Two ex-teachers (Mohd Azman dan Zaidun Omar) whom I hired while I was at MIMOS were with JARING to the very end. They were still addressed as ‘teacher’. They were the voices behind the radio microphone when we were promoting CikguNet.

4. Ramai bekas kakitangan JARING meluangkan masa untuk datang bersama hari ini. Mereka menumpang kesedihan dan kekecewaan.Kedengaran hilai ketawa mengenangkan kisah lama.Ramai yang sudah mendapat kerja baharu.Ramai juga yang sedang menunggu.
4. Many former JARING staff took time to come together today. Their sadness and disappointment was clearly evident. Reminiscing the past still elicited shrieks of laughter. Many have more on to other jobs. Many more were still waiting [for jobs].

5. Saya percaya setiap peristiwa ada hikmahnya. Setiap orang ada rezekinya. Yang bermula akan berakhir. Yang berpisah akan bertemu kembali. Saya doakan mereka semua akan berjaya, mungkin dalam bidang yang berlainan. Yang jelas, pengalaman di JARING tentunya boleh diguna di tempat lain.
5. I [personally] believe that each event happens for a reason. Everyone has their own place in this world. All things comes to an end some day. When a door closes, another door opens. I pray that all of them will be successful in their chosen path, maybe in a different field. I hope their experience at JARING can be used to contribute elsewhere.

Mel Ada Tak?
Got mail?

1. Dalam Bahagian 1 saya ada menulis tentang komputer VAX750 yang diguna pada peringkat awal pelaksanaan JARING. Ia bukanlah sebuah PC tetapi sebuah minikomputer yang diguna secara 'time-sharing'. Ia boleh digunakan oleh ramai pengguna pada setiap masa melalui terminal yang diletakkan di sekitar ruang pejabat. Kalau tak silap 40 buah.Hanya boleh menggunakan teks sahaja, tiada grafik atau gambar.Kami tak mampu membeli PC untuk setiap kakitangan.Lagi pun bukan semua kakitangan menggunakan komputer sepanjang masa.
1. In part one I wrote about the VAX750 computer which was used in the early days of JARING. It was strictly not a PC but a mini-computer which was utilised via the concept of time-sharing. It could be simultaneously used by large user numbers through [dumb] terminals located across the office. If memory serves me right there were 40 of these terminals [scattered throughout the offices of JARING]. It was purely a text based interface, with no graphics or pictures. It was not economically feasible to provide each staff member with a computer, as not all staff were using computing resources all the time anyway.

2. Dalam kesibukan harian, kadang-kadang kita tidak tahu bila e-mel sudah sampai. Jadi kami cipta satu alat untuk menunjukkan status e-mel dan diletakkan pada pintu masuk pejabat. Bila sampai ke pejabat bolehlah lihat sama ada e-mel ada atau tidak. Kalau ada, boleh ke terminal untuk membaca / menjawab.
2. During the hustle and bustle of the working day, there was no way to know if the user had received any email. So we put together a device to show the email status and placed it at the entrance of the JARING office. Upon arrival everyone could see if they had mail waiting for them or not. If there was, they could go over to one of the terminals to read and respond to the email.

3. Alat yang dinamakan 'Mel Ada Tak?" atau MAT ini disambungkan kepada komputer VAX750 dan dikemas-kini secara automatik. Ia direkacipta untuk melatih penyelidik dalam membina alat menggunakan microprocessor untuk mengawal sesuatu perkara secara real-time. Alat yang sama boleh diguna untuk mengawal lampu isyarat di jalan raya dan lain-lain lagi. Sebenarnya MIMOS pernah mengeksport / memasang sistem kawalan lampu isyarat jalan raya ke Turkey (saya tak tahu apa perkembangan terbaru) pada suatu masa dahulu.
3. The device was called 'Mel Ada Tak?" (Do I have mail or not?) or MAT, was connected to the VAX750 mainframe computer, and updated automatically. It was a good project to train the researchers in building devices using microprocessors for real-time monitoring. The same technology is used to control traffic lights at junctions. At one time MIMOS was exporting/deploying traffic light control systems to Turkey. (I am not aware of any further developments in that space)

Jalur Lebar Wayarles
Wireless Broadband

1. Pada peringkar awal, JARING tidak diberi lesen untuk membina prasarana talian tetap sendiri - terpaksa bergantung kepada pihak lain seperti TM dan TIME, yang juga bersaing dengan JARING. Suatu persekitaran persaingan yang kurang sihat.
1. From the outset, JARING was not provided a telecommunications licence to build its own telecommunications infrastructure – it was reliant on other parties such as TM and TIME, who were JARING’s competitors. It was a less than healthy competitive environment.

2. Pada awal tahun 2000'n, dengan munculnya teknologi 4G, JARING membuat keputusan untuk mempelopori perkhidmatan jalur lebar menggunakan teknologi wayarles. Kami memilih WiMAX kerana ia lebih popular pada masa itu walaupun masih belum mantap. Namun, kami perlu dapatkan lesen spektrum dahulu (untuk menggunakan gelombang radio yang berkaitan - 2.3 atau 2.6 GHz).Dua perkara perlu dibuat - pilih kelengkapan dan pohon lesen.
3. With the appearance of 4G technologies in the early 2000’s, JARING made the decision to commodify broadband internet access with wireless technologies. JARING settled on WiMAX because it was more popular eventhrough it was not a mature technology. However, JARING needed a spectrum licence (in order to be able to use the ~2.3 or 2.6GHz spectrum). Two things needed to be done – select a vendor and apply for a licence.

3. Sekitar tahun 2003, sebelum saya ke Kanada untuk melawat kilang dan makmal satu kelengkapan WiMAX, saya berjumpa dengan Menteri Tenaga, Komunikasi dan Multimedia (KTKM, Dato' Leo Moggie, sekarang Tan Sri) untuk mendapat persetujuan secara prinsip. Beliau memberi reaksi yang positif.Jadi rancangan diteruskan.
3. Before my departure to Canada to visit a factory and lab producing WiMAX equipment in 2003, I met with the then Minister for Energy, Communications and Multimedia (Dato' Leo Moggie as he then was) to obtain in principle agreement. He gave a positive reaction. And so the plan went ahead.

4. Perkhidmatan jalur lebar wayarles pertama di negara ini dimulakan pada bulan Julai 2004 dan dilancarkan secara rasmi pada 11 Disember 2004. Di majlis pelancaran, suatu yang agak ganjil berlaku - dua menteri datang. Menteri Sains, Teknologi dan Inovasi (MOSTI) datang sebagai tuan rumah kerana JARING adalah sebahagian dari MIMOS yang berada di bawah MOSTI. Menteri KTKM (yang baru - Dr Lim Keng Yaik) datang kerana bertanggungjawab kepada perkhidmatan telekomunikasi.Itu adalah satu realiti politik.Kedua-duanya sudah meninggal dunia.
4. The first wireless broadband service in Malaysia was started in July 2004 and formally launched on 11 December 2004. At the launch ceremony, an unusual thing happened – two ministers officiated the ceremony. The Minister for Science, Technology and Innovation (MOSTI) came as JARING was part of MIMOS which was under MOSTI. The new Minister for Energy, Communications and Multimedia (Dr Lim Keng Yaik) came as telecommunications was under his ministerial portfolio. This is the reality of politics. Both of them have since passed on.

5. Dalam tempoh beberapa tahun, banyak stesen wayarles dibina untuk memberi perkhidmatan di Lembah Klang. Kelajuan mencapai 1.0 hingga 1.5 Mbps.Perkhidmatan tersebut lengkap dengan sistem telefon Internet yang terulung di Malaysia menggunakan nombor yang bermula dengan 015.
5. In the span of a few years, many wireless towers were built to provide wireless internet secvice throughout the Klang valley. The service provided had speeds of 1.0 to 1.5 Mbps. JARING’s wireless broadband service also came with telephony services which used the 015 number prefix.

6. Pada satu hari, kami amat terkejut dapat makluman penarikan balik lesen spektrum. Tiada alasan, tiada perbincangan.Surat meminta penjelasan tak pernah berjawab.Tiada ganti rugi terhadap kelengkapan yang sedang beroperasi.Kami diberi tempoh tertentu untuk menghentikan perkhidmatan.Peristiwa itu adalah suatu yang amat zalim. Tidak berapa lama kemudian, spektrum yang sama diberi kepada beberapa operator lain untuk perkhidmatan WiMAX / LTE. Satu pengalaman yang amat pahit, yang masih boleh berlaku di Malaysia! Tentu ada rahmat disebalik peristiwa ini.Kita redha dengan ketentuanNya.
6. All this came to an abrupt halt one day when we received notice that our spectrum licence was suddenly withdrawn. No reasoning, no discussion. Letters asking for an explanation never got a reply. No compensation was forthcoming for the already deployed infrastructure that was in use. JARING was only given a fixed limited window to cease its wireless broadband service. That was a cruel experience for all who had worked so hard to make it a reality. Not long after the same spectrum was reallocated to other operators for WiMAX / LTE services. A bitter experience, which alive and well in corporate Malaysia! I can only conclude that there was divine reasoning behind all this. We are all subservient to Him.

Booting Up Internet Malaysia

(Amaran: Tulisan ini mungkin sukar difahami oleh pembaca bukan teknikal)
(Warning: this essay may be difficult to understand for less technically inclined readers)

1. Dalam beberapa saat atau minit selepas kita turn-on komputer, kita boleh terus menggunakannya. Tapi ramai mungkin tak tahu, proses sebenar yang dibuat oleh CPU ('Central Processing Unit') komputer. Biasanya ada hard-coded program (dalam ROM - Read Only Memory) untuk membaca bahagian boot dalam non-volatile storage (biasanya HD - hard disk) dan memindahkannya ke ruang volatile memory (RAM - Random Access Memory). Selepas itu program komputer akan melompat kebahagian boot dalam RAM untuk memuatkan sistem operasi (OS - operating system) yang lebh besar ke dalam RAM. Bila program melompat ke dalam OS barulah aplikasi boleh diguna oleh kita. Inilah proses 'Booting Up' komputer secara ringkas.
1. A few seconds or minutes after turning on a computer, it is available and ready for use. But many people may not know the real processes performed by the CPU ('Central Processing Unit'). Generally there is a hard-coded program (in the ROM – Read Only Memory) to read the boot sector in the non-volatile storage (usually the HD - hard disk) and to move the contents into volatile memory space (RAM - Random Access Memory). After this the computer program will jump from the boot section in RAM to start the operating system in RAM, which is a bigger beast. Whne a program jumps into the OS only then can the application be used by the end user. This in a nutshell is the booting up process of a computer.

2. Ini serupa dengan keadaan di mana kita nak naik sebuah kapal besar yang berlabuh di tengah laut kerana air di pantai yang cetek. Jadi kita kena guna jeti di tepi pantai untuk naik perahu atau bot kecil ke kapal.
2. This is not unlike boarding a large chip anchored in deep water because of shallow water near the shore. Passengers to the ship use a jetty near the shore to board a small boat headed for the ship.

3. Pada tahun 1983 semasa di Universiti Malaya (UM) kami mempunyai komputer VAX750 dengan sistem operasi VMS. Kami hanya beminat dengan sistem terbuka UNIX yang boleh diperolehi bersama source code dengan harga murah.Pada masa itu terdapat AT&T UNIX dari Bell Laboratories dan BSD UNIX dari Berkeley University (yang ada kod untuk Internet).Jadi kami pilih BSD UNIX.Kami tak ada masalah untuk menggunakan VMS atau AT&T UNIX.Yang menimbulkan cabaran ialah untuk memasang BSD UNIX.
3. While I was with the University of Malaya in 1983 we had a VAX750 computer running the VMS operating system. We were only interested in the open source UNIX system which could be obtained with the source code cheaply. At the time the 2 major flavours of UNIX were AT&T UNIX from Bell Laboratories and BSD UNIX from Berkeley University(which has the code for Internet connectivity). So the decision was made to choose BSD UNIX. We had no issues using VMS or AT&T UNIX. Installing BSD UNIX on the other hand was an whole challenge in itself.

4. Perisian OS BSD UNIX dibekalkan dalam pita magnet (selebar setengah inci). Di permulaan pita itu terdapat bahagian boot yang perlu dimuat naik ke dalam komputer dan digunakan untuk memuat naik OS dari bahagian pita yang seterusnya. Saya tak ada masalah membaca bahagian boot tetapi ia tak boleh guna untuk memuat naik OS kerana pemacu pita (tape drive) tidak serasi dengan program boot. Ini menimbulkan masalah besar. Nak beli pemacu pita baru tentunya memakan masa untuk proses perolehan dan kosnya agak tinggi.
4. The BSD UNIXOS was supplied in magnet tapes (half inch in diameter). At the tape header was a boot sector which needed to be copied to the computer and used as a bootstrap to load the rest of the operating system from the tape. I had no issue reading the boot sector but it could not be used to load the OS into the computer because the tape drive was not compatible with the boot loader program. This was a huge issue. To purchase a new tape drive would take time to go through the procurement process and the cost was high.

5. Saya ambil keputusan untuk mengubah program boot setelah dimuat naik ke dalam RAM. Semuanya dalam kod binari. Saya terpaksa mengeledah semua manual yang berkaitan, belajar kod assembly untuk VAX750, belajar cara memprogram pemacu pita, disassemble program boot dan cari tempat yang hendak diubah. Semuanya perkara baharu.Siang dan malam selama hampir sebulan. Tiada Google, tiada e-emel dan tiada siapa untuk bertanya. Mungkin kerja dianggap bodoh, tetapi banyak yang dipelajari. Bila berjaya, puas hati dan berjanji tak akan buat perkara yang sama lagi. Sudah serik!
5. I made the decision to change the boot loader program once I was loaded into RAM.It was all in binary code. I had to take out all the relevant manuals, have a crash course in VAX750 assembly language, reprogram the tape reader, disassemble the boot loader program and find the location that needed to be changed. All this was new to me. It took a month of continously working on it to achieve success. There was no Google, no email, and no one that I could cousult with for help. In retrospect it felt like a fool’s errand, but I learnt a lot. When success was achieved, the feeling of satisfaction was tempered with the feeling to never do such a thing ever again. What a daunting task!

6. Mungkinkah perkara yang sama boleh dibuat oleh orang lain. Tentu boleh, cuma tempoh mungkin berbeza.Kalau nak senang mungkin kena tunggu 6 bulan atau setahun untuk beli kelengkapan pemacu pita baru.
6. Maybe the same thing could have been done by another person in less or more time. The easy way out was to have waited 6 months or a year to procure the new tape drive.

7. Saya bersyukur dan bernasib baik kerana mempunyai sedikit pengetahuan asas yang agak kukuh. Semasa tahun pertama di University of London King's College saya belajar menulis program pada komputer Main Frame - guna kad tebuk untuk menulis program. Pada tahun kedua dan ketiga saya menggunakan minikomputer - guna pita tebuk untuk simpan program. Bila meneruskan program PhD, saya menggunakan mikroprosesor yang terpaksa diprogram menggunakan kod binari dan hexa-decimal. Pada masa itu mikroprosesor mula diperkenalkan oleh Intel dan Motorola.OSnya pun belum ada.Yang ada hanya 'development kit'.
7. I’m grateful and fortunate to have had a bit of a firm foundation of the basics. In my first year at the University of London’s Kings College I learnt how to program Mainframes – using punch cards to write the program. In my second and third years I was using a mini-computer – using punch tapes to store programs. When pursuing my PhD I was using a micro-processor which had to be programed with binary and hexa-decimal codes. At the time micro-processors were being spruiked by Intel and Motorola. OS’es were nowhere in sight yet. The only thing available were ‘development kits’.

Detik-detik sebelum JARING
A time before the formation of JARING

1. Semasa cuba mengingati kembali kesah lampau, saya terjumpa kertas perbincangan yang saya bentangkan di International Academic Network Workshop di Princeton, 9-11hb November 1987, bertajuk "RangKoM - The Malaysian Computer Network". Hanya saya seorang mewakili Malaysia di kalangan 71 peserta dari 30 negara yang menghadiri bengkel tersebut.Kami biasanya mengadakan perjumpaan setiap tahun (atau 6 bulan) di negara berlainan untuk berkongsi pengalaman di samping meningkatkan bilangan negara yang melaksanakan rangkaian.Ia membawa saya ke Netherlands, Japan, Australia, dan mungkin beberapa negara lain yang saya sudah lupa. Di sanalah saya bertemu dengan guru-guru Internet.Begitulah rangkaian Internet dikembangkan. Sebagai kemuncak bagi Malaysia pada tahun 1997, negara kita menjadi tuan rumah kepada INET'97 yang dihadiri hampir seribu peserta. Tanpa dirancang, pembangunan itu mengambil masa satu dekad.

In the process of recalling events from the past, I stumbled upon a discussion paper entitled "RangKoM - The Malaysian Computer Network", that I presented at the International Academic Network Workshop in Princeton, 9-11 November 1987. It was only I alone that represented Malaysia in the 71 attendees from 30 countries that attended the workshop. Usually a conference was held yearly (or every 6 months) in various countries to exchange experiences and increase the number of countries in the world implementing [internet] networks. This brought me to countries like the Netherlands, Japan, Australia, and many more countries which have faded from my mind. In these conferences I met with the guru’s of the internet. That was how Internet networks were developed. A historical moment happened in 1997 for Malaysia, when Malaysia was the host country of INET'97 which was attended by over 100 attendees. The path to Malaysia hosting INET'97 was a serendipity a decade in the making.

Tumpuan utamanya ialah untuk pembangunan mikroelektronik tetapi kami memerlukan rangkaian bagi para penyelidik berkomunikasi untuk meningkatkan kerjasama R&D antara negara yang terlibat.Setiap enam bulan kami berjumpa di negara yang berlainan.Kelengkapan RangKoM pertama sebenarnya dibiayai di bawah program ini kerana kami tidak cukup peruntukan kewangan pada masa itu.Namun, rangkaian ASEAN tidaklah berjaya sangat kerana tahap persediaan yang berbeza.Hanya Malaysia dan Indonesia (dan Australia) dapat berkomunikasi kerana usaha gigih rakan saya Joe Luhukay dari Universiti Indonesia.
3. Around the same time I was involved in connecting ASEAN to each other via the ASEAN-Australia Economic Cooperation Programme. The main objective of this program was to develop the micro-electronic skillset [in the individual countries], but in order to achieve that a network connecting researchers from the different [ASEAN] countries to increase the R&D collaboration between the countries involved was required. Every 6 months the stakeholders would meet in different countries. The initial RangKoM network environment was actually paid under this program as we did not have enough financial allocations assigned to us at the time. Sadly, a ASEAN wide network was not achieved due to the different levels of technological readiness between the countries. Only Malaysia and Indonesia (with Australia) were able to be linked to each other thanks to the dogged efforts put in by my mate Joe Luhukay from Universiti Indonesia.

4. Salah satu alamat e-mel yang saya guna pada masa itu ialah mimos!mal@uunet.uu.net. Walaupun kuasa pengendalian .MY telah saya ambil alih pada masa itu, kami masih menggunakan UUCP (Unix to Unix Copy) dan bukan TCP/IP, untuk menghantar dan menerima email melalui talian dail. Belum ada talian tetap sehingga tahun 1992. Uunet adalah salah satu nod UUCP yang tahu di mana MIMOS berada. Nod antarabangsa lain bagi RangKoM adalah mcvax (Netherlands), munnari (Australia), indogtw (Indonesia) dan etrivax (Korea Selatan)
4. One of the email addresses that I used at that era was mimos!mal@uunet.uu.net. While I was assigned the responsibility for managing the .MY country level domain at that time, we were still using the UUCP (Unix to Unix Copy) protocol and not TCP/IP, to send and receive emails via dial up links. A dedicated link would only be in place in 1992. Uunet was one of the UUCP nodes that MIMOS had a presence. Other nodes where RangKoM had a presence wasmcvax (Netherlands), munnari (Australia), indogtw (Indonesia) dan etrivax (South Korea).

5. Orang yang membantu saya untuk mengambil alih pengendalian domain .MY ialah Rick Adams. Beliau menolong saya berdaftar dengan Network Information Centre (NIC) bagi ARPANET yang menjalankan fungsi IANA (Internet Assigned Number Authority) pada masa itu. Rick kemudiannya menubuhkan ISP pertama di Amerika Syarikat dengan nama UUNET, kemudiannya diambil alih oleh Worldcom yang bergabung dengan MCI dan sekarang menjadi sebahagian dari Verizon. Worldcom pernah jadi muflis pada satu ketika dulu.
5. The person who helped me become the .MY domain administrator was Rick Adams. He was instrumental in registering me with the ARPANET Network Information Centre (NIC) which at thje time was performing the functions of IANA (Internet Assigned Number Authority) at the time. Later Rick founded the first ISP in the USA with the name UUNET, which was acquired by Worldcom which merged with MCI and is now part of Verizon. Worldcom itself went into bankruptcy a while back.

6. Pada pemerhatian saya, Internet yang bermula kerana keperluan Department of Defence, USA telah berkembang ke seluruh dunia kerana perkongsian teknologi secara terbuka serta sifat tolong menolong antara mereka yang teribat. Tidak ada yang kedekut ilmu.Saya bertembung dengan teknologi ini untuk pertama kali adalah semasa bertugas di Universiti Malaya pada tahun 1983.Itu pun secara tak dirancangkan.Hanya tergerak hati untuk mencuba sendiri, tiada siapa yang tolong. Tidak disangka ia menjadi kerjaya hidup saya hingga hari ini - ada ceritanya yang tersendiri - Insyaa Allah kalau ada peluang nanti saya akan menulis berkenaan dengannya.

From my vantage point, the internet started its life from a requirement in the US Department of Defence and spread across the globe because of the open nature in technology sharing and cross pollination of knowledge between all parties who were involved. No one was stingy with their knowledge. The first time I stumbled across this technology was when I at the University of Malaya in 1983. That was also unplanned. It was simply out of curiosity, with no one else to help me. How was I to know that it would become my career path till this very day – that an entire story in itself - Insyaa Allah should the opportunity come I may pen down that chapter of my life.

Foreword: few would have noticed it, but Jaring, Malaysia's first ISP, was declared bankrupt in April 2015, and folded for good in July 2015, bringing an end to a chapter of Malaysian history.

No mention of Malaysian internet history would be complete without mentioning Dr Mohamed Awang Lah, arguably the closest thing to being the father of the Malaysian internet. A lot of what Malaysia takes for granted today all started with a research network that he led.

What is less known is that Dr Mohamed Awang Lah wrote a 10 part series on this memories of bringing the Internet to Malaysia, and Jaring. I decided to take a stab at translating such an important part of history, so that at least it would live on.

JARING Dalam Kenangan (Bahagian 5)

MyCERT, NISER dan CyberSecurity Malaysia


1. Setelah talian antarabangsa JARING beroperasi, minat penceroboh komputer untuk mencari mangsa di Malaysia bertambah. Mereka mencari komputer yang mudah dimasuki (kerana sistemnya lemah dan tidak dikemaskini) dan memasang (install) perisian 'trojan horse' tanpa disedari oleh pemilik komputer. Selepas itu mereka boleh masuk balik pada bila-bila masa untuk menggunakan komputer tersebut sebagai tapak untuk mencari mangsa baharu bukan sahaja di Malaysia tetapi juga di negara lain.
1. With Jaring’s international link operational, came the increase in attempts by hackers/crackers/attackers out to find victims in Malaysia. They looked for unsecured computers who had weak systemconfigurations and unpatched vulnerabilities to install Trojan horses on the compromised machine without the knowledge of the owner. After that was achieved they could control the compromised machine as a launching platform to find new victims not just in Malaysia but all around the worked.

2. Bila pencerobohan disedari, amat sukar sekali untuk mengesan dari mana penceroboh itu datang. Pada satu ketika saya pernah berjaga malam hingga jam 3 pagi untuk melihat mereka memasuki komputer kami.Bila diselidiki mereka kelihatan dari Australia. Tetapi sebenarnya mereka menggunakan sebuah komputer yang diceroboh di sana. Penceroboh sebenarnya berada di Amerika Syarikat dan menceroboh komputer di Australia menggunakan sebuah komputer lain di Eropah. Begitulah teknik yang diguna untuk mengelak dari dijejaki.
2. When the breach was detected, it was difficult, if not impossible, to detect where the attacker originated from. One incident saw me working till 3am observing the attackers in one of our compromised machines. When investigated further the attackers appeared to be from Australia. But in reality they were using a compromised computer in Australia as a relay. The real attacker was in the US who had compromised an Australian machine from a compromised European machine. Such was their tactics to cover their tracks.

3. Di kalangan penceroboh komputer ada pertandingan antara mereka berlumba-lumba untuk mencari mangsa ternama. Kadang hanya untuk menunjukkan kemahiran dan kebolehan teknikal mereka.Kadang-kadang untuk mengganggu mangsa dan ada juga untuk mencuri data atau menyebabkan komputer tidak boleh diguna.(Sudah agak lama saya meninggalkan bidang ini.Sudah tentu banyak perkembangan baharu yang berlaku.)
3. Within the hacker community there was competition between hackers to compromise high profile targets. Sometimes it was to show off their technical skillsets. Other times it was to affect their victims and steal data or cause the machines of their victims to become inoperatable.(It has been a while since I left this field. Most certainly new developments and threats have happened since)

4. Bagi penyedia perkhidmatan Internet seperti JARING, kita terpaksa menubuhkan pasukan khas bagi membantu pengguna. Pasukan ini dinamakan MyCERT (the Malaysian Computer Emergency Response Team) dan beroperasi pada tahun 1997.
4. For ISP’s like Jaring, we needed to establish a special team to assist our customers. This team was called MyCERT (the Malaysian Computer Emergency Response Team) and commenced in 1997.

5. Empat tahun kemudian ia diletakkan di bawah NISER (the National ICT Security Emergency Response Centre) yang masih beroperasi di MIMOS. Pada tahun 2006, ia diasingkan dari MIMOS dan diletakkan di bawah Kementerian Sains, Teknologi dan Inovasi (MOSTI) hingga hari ini. Selepas itu namanya ditukar kepada CyberSecurity Malaysia - sebuah syarikat dijamin kerajaan. Pada masa yang sama JARING juga bertukar milik kepada Kementerian Kewangan DiPerbadankan.
5. Four years later MyCERT was placed under NISER (the National ICT Security Emergency Response Centre) which was under a wing of MIMOS. In 2006 it was restructured out of MIMOS and placed under the Ministry of Science, Technology and Innovation (MOSTI), where it remains today. As part of the restructure it was rebranded to CyberSecurity Malaysia, and was incorporated as a government backed company Limited-by-Guarantee. Around this time ownership of JARING was shifted to the Minister of Finance Incorporated.

6. Teringat saya satu peristiwa yang sukar dilupakan. Pada satu malam, kita nampak seolah-olah seorang penceroboh komputer masuk dari tempat yang sama. Siasat punya siasat, yang masuk itu adalah suami (yang masih berada di luar negara) kepada seorang kakitangan yang diberi kata laluan.Itu adalah kes perlanggaran peraturan yang serius.Bila berjumpa dengannya, barulah saya teringat yang dia datang temuduga untuk meminta kerja dengan ditemani oleh ibunya.(Tentulah ibunya tak masuk bilik temuduga!)Saya terimanya bekerja di MIMOS.
6. One incident stands out in my mind. One night, we noticed from the logs someone who looked like an attacker. Upon further investigation, the logon was performed by the husband (who was out of the country) of a staff member who had access. It was a serious breach of the access conditions. When I confronted the person, I realised that it was the staff member who brought her mother along during the job interview. (Of course I did not interview the mother!) I accepted her into MIMOS.

7. Sebelum tindakan keras diambil, pegawai itu mengaku kesilapannya dan berjanji tak akan buat lagi. Hanya amaran diberi. Beberapa tahun kemudian beliaulah yang bersungguh-sungguh mencadangkan penubuhan MyCERT. Saya bersetuju. Sekarang beliau adalah seorang pakar dalam audit keselamatan komputer. Saya bangga dengan kebolehannya, kesungguhan dan kejujurannya.
7. Prior to formal disaplinary action being taken, the staff member acknowledged her mistake and promised to not repeat the error. A cautionary warning was issued. Years later it was this staff member who suggested the establishment of MyCERT. I agreed to the suggestion. The staff member is now an computer security auditor. I was proud and impressed with her ability, passion, and honesty.

8. Peristiwa khabar angin tentang rusuhan di Chow Kit pada tahun 1998 (berita terlampir) membawa saya ke mahkamah sebagai saksi untuk mengesahkan e-emel yang disebarkan oleh seorang pekerja syarikat swasta. Melihat perbicaraan di mahkamah pada masa itu, jelaslah pihak berkuasa belum memahami bagaimana e-mel berfungsi dan kaedah mengumpul bukti.Saya dah tak ingat keputusan perbicaraan tersebut. Saya juga dipanggil untuk beberapa perbicaraan lain - semuanya berkaitan penyebaran e-mel.
7. The incident of Internet Rumors of an unsubstantiated riot at Chow Kit in 1998 (news article attached below) [TL note: see also: http://www.nytimes.com/1998/08/12/news/12iht-malay.t_0.html] saw me called to the courts as a witness to testify that the email was initiated by a private sector employee. From my observations of the court proceedings, it was clear that the authorities had no understanding of how email worked and the methodology of how to collect evidence [in a cyber age]. I have since forgotten the outcome of that case. I was also called to appear in court as a witness in various other cases – all relating to the distribution of certain emails.

IP-over-Fibre, IP-VPN dan MPLS


1. Pada tahun 1999, JARING melaksanakan rangkaian 'IP-over-Fibre' yang terpantas dan terpanjang di dunia pada masa itu - melebihi 800km dari Johor Bahru ke Pulau Penang berkelajuan 2.5 Gbps dengan menggunakan kelengkapan Cisco versi paling awal, keluaran makmalnya. JARING menggunakan 'dark fibre' yang disewa dari Fibrecomm - pada masa itu sebuah syarikat usahasama antara TNB dan Celcom.Bila TM mengambil alih Fibrecomm kemudiannya, tidak ada lagi 'dark fibre' yang boleh disewa dari Fibrecomm.Kalau tak silap saya, kelengkapan Cisco tersebut bertahan lebih 10 tahun.
1. In 1999, Jaring was the proud implementer of the longest and fastest 'IP-over-Fibre' network in the world at the time –spanning over 800KM from Johor Bahru to Pulau Penang with a speed of 2.5 Gbps using early Cisco labatory equipment straight from the labs of Cisco. Jaring leased dark fiber from Fibrecomm – at the time a joint venture between TNB and Celcom. When TM acquired Fibrecomm, TM withdrew the ability to lease dark fibre from Fibrecomm. If memory serves me right, the Cisco equipment used lasted for more than 10 years.

2. Dengan wujudnya rangkaian pantas tersebut, JARING mula memperkenalkan sistem 'Virtual Private Network' (VPN) berasaskan teknologi 'Multi-Protocol Label Switching' (MPLS). TM, sebagai pembekal utama bagi 'Private Network' pada masa itu masih menggunakan teknologi 'Frame Relay' (FR) dan masih mengembangkan rangkaian 'Asynchronous Transfer Mode' (ATM).Saya agak TM masih belum yakin sepenuhnya dengan teknologi Internet.
2. With this high speed network, Jaring introduced Virtual Private Network systems based on Multi-Protocol Label Switching' (MPLS). TM, who was the main provider of Private Networks in Malaysia at the time, was still using Frame Relay technology and expanding their Asynchronous Transfer Mode (ATM) networks. I had a feeling that TM still did not have faith/interest in the internet.

3. JARING mengambil masa lebih dua tahun untuk meyakinkan pengguna komersial untuk berpindah kepada IP-VPN dari FR. Kejayaan JARING terserlah bila DHL menanda-tangani kontrak dengan JARING untuk menggunakan IP-VPN secara global berpusat di Cyberjaya.Ia memeranjatkan industri dan membuka mata banyak organisasi lain. Mulai saat itu, hampir semua tender baru menetapkan spesifikasi IP-VPN /MPLS.Pihak yang masih menawarkan perkhidmatan FR terpaksa berubah haluan.
3. It took Jaring 2 years to convince commercial corporate users to move from FR to IP-VPN platforms. The first breakthrough by Jaring came when DHL inked a contract to use the IP-VPN platform globally with Cyberjaya as the base. It shook the industry and opened the eyes of other organisations. From that point onwards, nearly all new tenders specificed the use of IP-VPN /MPLS. Parties who were still using FR were forced to change trajectory.

4. Cabaran utama JARING dalam mengembangkan pekhidmatan VPN / MPLS adalah kerana terpaksa menyewa talian dari syarikat telekomunikasi terbesar iaitu TM. Bila menyedari tentang kebaikan MPLS, TM pun mula melaksanakannya dan melihat JARING sebagai pesaingnya sedangkan JARING bergantung kepada talian TM. Tiada pilihan bagi JARING kerana ia tidak memiliki prasarana telekomunikasi sendiri.
4. Jaring’s biggest challenge in developing/expanding/growing the VPN / MPLS offering was that it was forced to lease telecommunications infrastructure from the major players aka TM. As TM woke to the benefits of MPLS, TM started to offer their own MPLS offering and started to see Jaring as its competitor even when Jaring was dependant on TM’s line infrastructure. For Jaring, there was no alternative, as Jaring did not have its own telecommunications infrastructure.

5. Pertembungan ini berlaku sejak pelaksanaan sistem dialup menggunakan nombor singkat - 1511 pada tahun 1996. JARING dan TM bertungkus lumus bekerjasama melaksanakan sistem itu di seluruh negara.Bila semua siap, TM pula melaksanakan nombornya sendiri iaitu 1515 untuk TMNet dan bersaing dengan 1511. Apakan daya!
5. This conflict of interest happened since the days of the unified national dial up number implementation – 1511 in 1996. For that Jaring and TM collaborated together to successfully implement it nationally. After it was done, TM implemented their own unified national dial up number of 1515 for their TMNet ISP arm to compete with 1511 [Jaring]. Such power!

6. Kedua-dua TM dan JARING dimiliki oleh kerajaan. Ini menimbulkan dilema besar kepada Kementerian Kewangan. Usaha telah dibuat untuk menggabungkan kedua-dua entiti ini namun ditentang oleh orang ramai kerana bimbangkan ia menjadi syarikat monopoli. Pada tahun 2001, terdapat usaha untuk menjual perkhidmatan dialup JARING kepada TM.Setelah berunding, kedua-dua pihak tidak mencapai kata sepakat untuk menentukan harga.Saya tidak terlibat dengan perundingan tersebut.Bagi JARING harga jualan adalah bersasaskan bilangan pelanggan. Bagi TM ia tidak bernilai kerana setiap pelanggan JARING telah pun menjadi pelanggan telefon TM. Usaha tersebut gagal.
6. Both TM and Jaring were Government Owned Corporations. This was a huge dilemma for the Finance Ministry. Attempts to merge the 2 entities were opposed by the public out of concerns that the merged entity would become a monopoly for internet access. In 2001, an attempt was made to sell off the dialup service of Jaring to TM. Negotiations between both sides however failed to come to an agreement. I was not involved in the negotiations. For Jaring the selling price was based on the subscriber numbers it had. For TM that was not value for money as each Jaring subscriber was also a TM customer. That attempt failed.

7. Pada tahun 2003, dalam ucapan belanjawan terakhir oleh Tun Dr Mahathir sebelum beliau meletak jawatan sebagai PM, beliau mencadangkan supaya JARING dan TMNet digabungkan. Cadangan tersebut mengejutkan banyak pihak kerana belum ada sebarang perbincangan mengenainya.Akhirnya penggabungan itu juga gagal dilaksanakan.
7. In his last budget speech before he retired from the Prime Minister post in 2003, Tun Dr Mahathir raised the suggestion that Jaring and TMNet be merged into one entity. The suggestion caught everyone by surprise as there was no prior discussion of such a suggestion. In the end that attempt also failed.

8. Banyak lagi usaha untuk menjual JARING selepas itu. Pilih punya pilih, akhirnya JARING terjatuh ke tangan seorang penyangat pada tahun 2014.JARING terbunuh.Ia telah menjadi sejarah.
8. Many other attempts were made to sell off Jaring after that. Suitor came and suitor went, eventually Jaring fell into the hands of a crooked scoundrel. Jaring was then left to the slaughter, and the rest, as they say, is history.

1. Talian tetap menggunakan satelit dipasang dan beroperasi pada bulan November 1992 (dilancarkan secara rasmi pada bulan Jan 1993 - lihat gambar). Kelajuannya hanya 64kbps tetapi pada masa itu, kelajuan biasanya sekitar 1 hingga 2 kbps sahaja.Kalau tak silap kosnya melebihi RM300 ribu setahun.Sambungan dibuat melalui Kuantan ke Stockton (USA).Dengan itu bermulalah rangkaian Internet yang sebenarnya.Nama "JARING" (atau NET) telah dijelmakan pada tahun 1990/91 apabila peruntukan diluluskan oleh EPU untuk RMK-6 (1991-1995).Ia merupakan singkatan kepada "Joint Advanced Research Intergrated NetworkinG project".
1. The first dedicated satellite circuit was installed and operational by November 1992 (and formally launched in January 1993 – refer to picture below). It was provisioned as a 64kbps circuit, however in practice actual speeds were around 1 to 2 kbps. If memory serves me right it cost RM300,000/a year at the time. The link was made via Kuantan to Stockton (USA). With this Malaysia was formally connected to the wider internet. The name “JARING” (or NET) was conceptualised around 1990/91 when a business case was approved by the Economic Planning Unit (EPU) for the 6th Malaysian Plan (1991-1995). JARING was an ancronym for "Joint Advanced Research Intergrated NetworkinG Project".

2. Bila diimbas kembali, cara kita berkomunikasi 30 tahun dahulu hanyalah dengan menggunakan telefon dan surat. Kalau nak cepat guna teleks atau telegram - itu pun memakan masa berhari-hari untuk berinteraksi.PC dan faks baru sahaja mula diperkenalkan pada masa itu.Ramai tak mampu. Jadi bila e-mel diperkenalkan pada akhir tahun 80'an ia merupakan satu revolusi era komunikasi jarak jauh. Menggunakan e-mel, soalan dan jawapan boleh dibuat dalam masa beberapa jam sahaja, kadang-kadang hanya beberapa minit. Dengan e-mel, ia percuma dan kita tak perlu tahu bagaimana ia sampai ditempat yang dituju. Kalau satu jalan tak boleh dilalui, jalan alternatif akan dicari. Kalau tak sampai juga, ia akan dikembalikan.
2. Reflecting on the past, the way of communication in the 30 years prior to that was primarily via telephone calls or mailed letters. If time was of the essence telex or telegrams were sent – and even then it took days of back and forthing to interact. PC’s and fax machines were only starting to appear at that time. They were not accessible to the masses. So when email was introduced in the late 80’s it was a revolution in long distance communications. Questions asked via email could be answered in hours, sometimes even in minutes. Email was also free and there was no need to worry how it would arrive at its intended destination. If a routing path was not accessible, it would find another alternative path. If it could not be delivered, a bounce back message would inform the sender of the inability to deliver.

3. Dengan menggunakan Internet, tidak ada pengawal atau konduktor. Masing-masing melaksanakan teknologi yang boleh didapati secara terbuka dan percuma. Mereka sedia berkerjasama dan membantu antara satu dengan lain. Yang mengambil bahagian sedia berkongsi masalah dan penyelesaian.Itulah semangat kerja.Melaksanakan Internet adalah seperti anai-anai membina sebuat busut.Masing-masing buat kerja sedikit demi sedikit dan akhirnya busut yang besar terbina.
3. The internet has no gatekeeper or conductor. Everyone [on the internet] implemented technological standards which can be obtained freely and openly. Internet users [then] would work together and assist each other with their challenges and solutions. 4. Pada awal tahun 90'an belum ada web. Semua maklumat berbentuk teks sahaja. Gambar dihantar dalam bentuk fail. Jadi talian 64kbps boleh menampung keperluan pengguna Internet selama hampir 2 tahun bila talian menjadi terlalu sesak dan terpaksa dipertingkatkan kepada 1.5 Mbps - 24 kali ganda lebih laju - dengan menggunakan kabel dasar laut. Ini adalah satu peristiwa besar dan PM sendiri yang melancarkannya (lihat gambar).Web mula diguna sekitar tahun 1994/95.Talian 1.5 Mbps hanya boleh bertahan kurang setahun.Sambungan dipertingkatkan pula kepada 2x2Mbs.Itu pun tak cukup.Era letupan Internet bermula.
4. In the early 90’s the Web (HTTP) did not exist yet. All information was solely in text. Images were exchanged as files. The initial 64kbps circuit served the [Malaysian] internet user base for 2 years before congestion saw it upgraded to 1.5 Mbps - 24 times faster – using submarine cables. It was a momentous occasion at the time with the Prime Minister himself officiating the occasion (picture below). The Web (HTTP) started to be used around 1994/95. The upgraded 1.5 Mbps was at capacity in less than a year. The link was upgraded to 2x2Mbps. Even then capacity problems continued. The era of the explosive growth of the internet had begun.

5. Sekitar tahun 1996/97, negara kita bersaing dengan beberapa negara lain untuk menjadi tuan rumah kepada persidangan antarabangsa INET'97. Tetapi talian 4 Mbps atau 8 Mbps tak cukup.Jadi kita lompat kepada 45 Mbps.Satu lompatan yang sangat tinggi.Ia berjaya dipasang sebelum bermulanya INET'97. Lebih 200 buah PC dipasang di PWTC untuk kegunaan peserta persidangan yang mencecah hampir seribu orang dengan tema "The Internet: The Global Frontier". Lihat gambar.
5. Around 1996/97, Malaysia was bidding against other nations to be the host of INET'97. But a 4 Mbps or 8 Mbps link would not be sufficient for this. So a jump to a 45 Mbps (T3) link was done. This was a massive jump which was achieved before the opening ceremony of INET'97. More than 200 PC’s were deployed at the Putra World Trade Centre (PWTC) for use of the 1000 INET'97 attendees under the theme "The Internet: The Global Frontier". See picture below.

6. Banyak soalan timbul di Parlimen yang terpaksa di jawab kerana kesesakan Internet. Kerajaan mula mengeluarkan lesen kepada syarikat telekomunikasi pada tahun 1996.JARING adalah penerima lesen ISP yang pertama. JARING terpaksa bergantung kepada talian yang dibekalkan oleh syarikat telekomunikasi lain (juga memiliki lesen) yang mula melihat JARING sebagai satu ancaman. Maka bermulalah persekitaran persaingan yang kurang sihat. Mungkin saya akan ceritakan satu masa nanti.
6. Many questions were raised in the Malaysian parliament regarding internet congestion. The Malaysian government issued [ISP] licences to telecommunication companies in 1996. Jaring was the first recipient [of an ISP license]. However Jaring was dependent on the telecommunications infrastructure of other telecommunication companies (which also had ISP licenses) and started to see Jaring as a threat. And thus began an environment of unhealthy competition in the ISP space. But that’s another story for another day.

No mention of Malaysian internet history would be complete without mentioning Dr Mohamed Awang Lah, arguably the closest thing to being the father of the Malaysian internet. A lot of what Malaysia takes for granted today all started with a research network that he led.

What is less known is that Dr Mohamed Awang Lah wrote a 10 part series on this memories of bringing the Internet to Malaysia, and Jaring. I decided to take a stab at translating such an important part of history, so that at least it would live on.

All credit goes to Dr Mohamed Awang Lah. I just translated.

1. Two pictures which bring back a host of memories.

2. Inilah komputer pertama yang diguna untuk memulakan perkhidmatan Internet di Malaysia sebelum JARING dilancarkan - bermula sekitar 1986. VAX750 - kuasanya jauh lebih rendah berbanding telefon bimbit sekarang.Di tengah adalah dua buah hard disk (tak ingat kapasitinya) dan yang kanan ialah pemacu pita setengah inci.Gambar diambil sekitar tahun 1989/1990 selepas MIMOS berpindah ke Exchange Square, Jalan Semantan.
2. This is the first computer circa 1968 which was used to provide the first Internet service in Malaysia before Jaring was launched. A VAX750 – modern mobile phones have more processing power than it had. In the centre of it were 2 hard drives (the size of which I have forgotten) and on the right were half inch floppy drives. This picture was taken around 1989/1990 after MIMOS moved to Exchange Square at Jalan Semantan.

3. Komputer model sama saya guna semasa mula belajar teknologi dan mencuba Internet di Universiti Malaya mulai tahun 1983 sebelum berpindah ke MIMOS pada hujung tahun 1984. MIMOS ditubuhkan secara rasmi pada awal tahun 1985.
3. It was the same model of computer that I used when I was learning technology and trying out the internet at the University of Malaya around 1983 before I moved to MIMOS at the end of 1984. MIMOS was formally established in early 1985.

4. Kita menggunakan protokol UUCP untuk bertukar emel dan Usenet (kumpulan perbincangan - Newsgroup). TCP/IP belum boleh diguna.Belum ada web, jauh sekali facebook.Nama rangkaian pada masa itu ialah RangKoM (Rangkaian Komputer Malaysia).
4. The UUCP protocol was used to exchange emails and Usenet (Newsgroups). TCP/IP was not in use then. The web was a distant concept, Facebook was not even on the radar. The network at the time was called RangKoM (Rangkaian Komputer Malaysia). (TL note: Rangkaian Komputer Malaysia = Malaysian Computer Network)

5. Terdapat sebuah lagi komputer (work station, semasa di Jalan Kerja Ayer) yang lebih kecil di guna untuk mendail ke luar negara dengan modem berkelajuan 1,200 / 2,400 bps. Biasanya kita dail 2 atau 3 kali sehari. Tidak lama kemudian kita guna modem berkelajuan sehingga 16.8 kbps tetapi sukar dapat sambungan melebihi 2,400 bps. Tidak ada talian tetap sehingga bulan November tahun 1992.Lihat gambar satu lagi yang memaparkan nod di luar negara yang menjadi rakan MIMOS.
5. There was another smaller computer (a workstation, while at Jalan Kerja Ayer) which was used to dial to international destinations with a 1,200 / 2,400 bps modem. Connections were usually initiated 2 or 3 times a day. Not long afterwards we used a modem which was capable of 16.8 kbps speeds but it was rare to have a connection faster than 2,400 bps. A dedicated circuit was only installed in November 1992. Refer to the image below which illustrates the international nodes which MIMOS peered with.

6. Sekitar tahun 1990, bila bil telefon mencecah RM10,000 sebulan, kita mula “download" Usenet mengguna pita magnet yang diposkan dari Amerika Syarikat setiap dua minggu. Kandungan pita di muatkan ke dalam komputer VAX750 untuk diedarkan kepada pengguna di Malaysia melalui talian dail atau tetap.
6. Around 1990, when the monthly phone bill started breaking the RM10,000 month, we started downloading the contents of Usenet using magnetic tapes which were posted from the USE fortnightly. The contents of the magnetic tape were then loaded into the VAX750 computer and distributed to users in Malaysia via dial-up of dedicated circuits.

7. Pada penghujung era ini, terdapat lebih kurang 1,000 komputer (kebanyakannya PC) menggunakan RangKoM di seluruh negara.
7. By the end of this era, there were around 1000 computers nationally (primarily PC’s) connected to RangKoM.

8. Talian tetap menggunakan satelit berkelajuan 64 kbps dipasang pada bulan November 1992 - JARING bermula.
8. A dedicated 64 kbps satellite circuit was installed in November 1992. With that, Jaring started its life.
